Because this is a mental attack, Mental Parry and Mind Block apply.

Mind Blast

You can launch a mental assault on a target's sanity. This is a mental attack which deals mental damage.

Stun

Type: Active
Range: Touch
Duration: Special
Piercing: 0

You have an ability that incapacitates a target without harming them. (This may be done by a suitable means such as hallucinogens, mental influence, use of pressure points, etc. The method must be chosen when the Power is taken.) The target suffers the effects of Wound Levels without actually being injured. The duration is determined by the Wound Level, with Negligible or Light lasting for the outcome in days, Moderate or Serious lasting for the outcome in hours, Critical lasting for the outcome in minutes, and Terminal lasting for the outcome in turns. Duration can be increased by investing additional Gifts as normal.

If this Power takes the form of a mental attack, Mental Parry and Mind Block apply. If it takes the form of a physical attack, it can be dodged, and Armor applies.

You have a ranged direct attack, which could be an energy discharge or something else. If it hits, it deals 12 levels of damage. It does not stack with any other damage bonus (including those from use of a weapon), nor with an attack bonus from another Power. The damage cannot be increased.

Unique Enhancement:
Blast Radius: Instead of a direct attack, you cause an explosion which deals 3 levels of damage within a 3 meter area.
